Bob Fletcher began his emergency management career in 1969 with the Hurricane Camille recovery operations in western Virginia., His first assignment was a debris removal contract manager for the Norfolk District, U.S. Army Corps of Engineers. Since then, he has been involved with almost every aspect of the emergency management profession including hundreds of disaster field operations.

Among positions he has held are Chief of Emergency Management, Headquarters U.S. Army Corps of Engineers; Director, Federal Response Division, FEMA HQ; Director State and Local Preparedness Division, FEMA HQ; Deputy Director Office of Policy and Regional Operations, FEMA HQ.

Bob lead the development of the Federal Response Plan initially published by FEMA in 1992, the State and Local Preparedness Guide, the Capability Assessment for Readiness(CAR) used by all States to assess their programs. He is on the NFPA Technical Committee which developed the recently published NFPA 1600 Standard for Disaster/Emergency Management and Business Continuity Programs is currently a consulting with the National Emergency Management Association on the Emergency Management Accreditation Program.

Bob left FEMA in 1999 and formed Readiness Consulting Services (RCS). His recent projects include the 1999 and 2000 Senior Leaders Seminar for USACE and FEMA HQ and field elements; several hurricane, flood and earthquake Command Readiness Programs for USACE Divisions and FEMA regions; Consulting and facilitation support to the National Emergency Management Association (NEMA), and special advisor to the Office of the Mayor of the District of Columbia for Y2K contingency planning.

He is a graduate of Virginia Military Institute with BS in Civil Engineering, Masters in Engineering Administration from George Washington University and attended the John F. Kennedy School of Government at Harvard University in National Security Programs as well as the Executive Program for State and Local Government.

Bob resides with his wife Kim in Annapolis, Maryland.
