JUDITH HALE

Judith Hale has been a consultant to management in the public and private sectors for over 25 years. She specializes in needs assessments, certification programs, evaluation protocols, and the implementation of major interventions.

Dr. Hale is a past president of the International Society for Performance Improvement (ISPI) and the International Board of Standards for Training, Performance and Instruction (IBSTPI). She currently serves as Director of Certification for ISPI. Her firm, Hale Associates, is an affiliate member of the National Organization for Competency Assurance (NOCA).

Dr. Hale speaks regularly at international and national conferences on subjects related to implementation, evaluation, needs assessment, certification, and performance improvement. She is the author of several books including: The Performance Consultant's Fieldbook 2nd ED, Performance-Based Certification, Performance-Based Evaluation, and Performance-Based Management, and Outsourcing Training and Development.

Judith was awarded a B.A. from Ohio State University, a M.A. from Miami University, and a Ph.D. from Purdue University.

DEAN LARSON

Dean Larson served as Department Manager, Safety and Industrial Hygiene, U.S. Steel Gary Works until his retirement in 2003. Currently, Dr. Larson is President of Larson Performance Consulting, and teaches as visiting faculty at Purdue University Calumet where he initiated the Emergency Management Certificate Program.

Dr. Larson holds certifications as a Certified Safety Professional (CSP), Certified Emergency Manager (CEM), and Certified Professional Technologist (CPT), with additional qualifications in hazardous materials and explosive safety. He received a M.S. in Communications Management from the Naval Postgraduate School. He has also been awarded a Ph.D. in Instructional Research and Design and M.A. in History by Purdue University.

Dr. Larson serves as a Commissioner on the Indiana Emergency Response Commission and on the National Fire Protection (NFPA) Technical Committee on Emergency Management and Business Continuity. He is Head of the U.S. Delegation for the ISO Technical Committee 223 on Societal Security, and has extensive experience with implementation of NFPA 1600 in Latin America.

After receiving his B.S. in Industrial Management from Purdue, Dean was commissioned in the U.S. Navy and retired as a Captain in 1992 after thirty years of active and reserve service as a Special Operations and Surface Warfare Officer.
