The Virtual Classroom topic for January 6, 1999 was the Emergency Services Management degree programs at the University of Richmond, and the Crisis Operations Manager certification. The discussion was led by special guest speaker, Walter Green, Assistant Professor, MPA, CEM and Program Director. Walter also serves as Director of Emergency Operations for the Virginia Office of Emergency Medical Services and ESF-8 manager for the Commonwealth of Virginia.

Green stated that the School of Continuing Studies at the University of Richmond included degree programs in paralegal, human resource management, information systems, liberal arts, and emergency services management. The programs contain an undergraduate 30 semester hour Certificate, an Associate's degree, a Bachelor's degree and a Post Baccalaureate Certificate. Specifically, the emergency services management is an interdisciplinary program involving fire, emergency medical services, law enforcement, emergency management, business continuity, voluntary agencies, or anyone with an emergency role. As explained by Green, the program emphasizes how to manage emergency services in the context of the entire community in the 21st century --- in short, managing the integrated emergency management system.

The emergency services management program is based on the wide variety of course offerings with classes scheduled primarily in the evenings and on weekends. This year the School of Continuing Studies at the University of Richmond started Internet delivery in a 15 sessions online with two Saturday sessions on campus format.

Walter Green currently serve as Director of Emergency Operations for the Virginia Office of Emergency Medical Services and ESF-8 manager for the Commonwealth of Virginia, with responsibility for managing Virginia's health and medical EOC, Virginias eleven EMS Disaster Task Forces, and the statewide four module mass casualty incident management training program.

His background includes 28 years of experience in emergency medical services, search and rescue, military disaster preparedness, and the management of large scale operations. He is the Academic Program Director for the University of Richmond's Emergency Services Management Bachelor's degree program and is also certified as a Professional Emergency Manager (Michigan) and Emergency Management Coordinator III (North Carolina).
